The proposals reintegrate the shell complex into the vibrant cultural life of London’s southbank. The scheme establishes a network of new public routes across the site framed by a sequence of residential and office mid–rise buildings.

The masterplan provides for a new headquarters facility for Shell provided partly through a refurbishment of the tower and through new flexible and energy efficient offices. The key desire line from Waterloo Station to the London Eye establishes a major diagonal boulevard across the site with a public square.
